Well let's first see all the new attributes that were added, or at least those we currently know of. These are for armor and equipment only (the weapon related ones are very niche in my opinion since none of the crimson isles weapons with attributes aren't really that strong):

Dominance: Gain +X% damage when at full health (+1.5% per level, 15% at dominance 10)
Ender Resistance: Grants +X Defense against mobs in The End (+1.5 per level, 15 defense at ender resistance 10)
Mending: Grants +X Vitality (+3 per level, 30 vitality at mending 10) (not sure why its not called vitality when there's a stat called "mending". Makes no sense)
Mana Regeneration: Increases your mana regeneration by X% (+2.5% per level, 25% at mana regeneration 10)
Veteran: Grants +X combat wisdom (+0.75 per level, 7.5 at veteran 10)

Some of these do look promising, especially dominance (assuming you're always at full health).

How do they fair against breeze and mana pool? Let's see...

Dominance
What can I say? This is literally the best in slot for breeze mainly when it comes to terror or crimson armor (or just bers setup).

However, I don't want to overhype this attribute too much. This is assuming you're always at full health. This can be good for one shotting mobs or testing maximum amount of melee damage you can do. In a real combat situation, you're going to almost always be losing health.

Ender Resistance
Not really that great in my opinion. Not even for like voidglooms (where you'd most likely be using final destination anyways)

Mending
Stronger than some people may give credit for. That extra healing does add up especially when paired with healing abilities like wither impact and power orbs/flares. I would definitely put this over breeze and/or mana pool.

Makes certain content in the game much easier, believe it or not. Amazing for blaze slayer where you need lots of healing

Mana Regeneration
A MUST have on at least 1 piece. Mana regeneration, at a high enough level, will allow you to regen your mana back faster making it worth sacrificing mana pool. To say it should be on all pieces? That depends on the user. Though this attribute is very strong for RCM especially if you use mana steal

Veteran
I would say it depends? Not everyone wants the extra combat exp because they are already combat 60. At the same time, this can also make slayers a bit faster to spawn because more combat exp means you'll get more exp towards your slayers.

Personally, this is how I'll see the new kuudra armor attribute meta (this isn't including equipment btw. You can definitely put these on equipment if you wish):

Aurora Armor
3 pieces on breeze 10 mana pool 10
1 piece on breeze 10 mana regeneration 10 OR mana pool 10 mana regeneration 10

If you do not want the breeze because you feel you'll almost always be in combat, replace it with mana regeneration and you will have mana regen and mana pool on everything. However, if optimized properly, having breeze does help reduce mana consumption and is definitely best in slot for getting mana abilities as cheap as they can get.

Crimson / Terror Armor
Everything on dominance 10 mending 10

However, if you can sacrifice some healing, you can swap mending with mana pool. Depending on your preference. While these sets aren't designed for RCM, having extra mana allows you to spam healing abilities or just abilities in general more often.

If you're looking to decrease the time it takes to summon slayers, replace mending with veteran

Ender resistance and basically everything else isn't really worth using in my opinion. Life regeneration is okay, but having more vitality over health regen is better as it buffs all incoming healing.

That's just my take on that. Feel free to disagree with me anywhere. I wonder if infernal will introduce a new attribute that's even stronger.

TL ; DR
Dominance and Mending / Mana Pool for crimson / terror armor (for most situations)
Mana Pool and Breeze / Mana Regeneration for aurora (or breeze if you wanna reduce mana costs as much as possible)
